What an Insurance App Really Costs to Build

May 19, 2026 · 5 min read

An honest breakdown of scope tiers, where budgets get consumed, and how to phase a build so value ships early.

Three realistic tiers

A focused policyholder app with coverage, ID cards and payments is the smallest sensible release. Add digital FNOL with media capture and you are in mid-tier territory. Add agent tooling, analytics and back-office integration and you are building a platform.

Serious engagements start around $25,000 and scale with integration surface, not screen count.

Where budgets actually go

Integration with legacy systems, payments and compliance review routinely consume more effort than the interface. Budget for them explicitly rather than discovering them mid-sprint.

Phase for proof

Ship one flow end to end, put it in front of real policyholders, and let the usage data set the roadmap for the next phase.
